Speaker of the House Brian Bosma has been a key figure in Indiana's transformation over the past decade. Brian has led the House Republican Caucus since 2000. He served as Speaker of the House during the 2005-2006 General Assembly and, again, during the 2011-2012 General Assembly.
While in the majority in 2005 and 2006, Speaker Bosma and his team worked to pass the first balanced budget in a decade, adopt the strongest telecommunications reform legislation in the nation and create the position of Inspector General to root out corruption in state government. House Republicans also championed "Major Moves", Indiana's 10 year fully-funded highway plan and were the most vocal supporters of the passage of property tax caps, giving Hoosiers the lowest property taxes in the nation.
In 2011, House Republicans succeeded in passing a balanced budget with a reduction in the corporate income tax and several key economic development measures. Speaker Bosma and his team attracted national attention by moving a "Right to Work" bill out of committee to the House floor in February. Indiana House Democrats used Republican support for this legislation (and other reform-minded bills) as an excuse for their month long "walkout" to Urbana, Illinois, the longest in the nation's history.
When Democrats finally returned in March, Speaker Bosma and House Republicans were successful in passing the most expansive school choice legislation in the nation. Brian, a strong advocate for education reform, personally authored legislation to significantly expand public charter schools in Indiana and coauthored a bill to provide families of low financial means school choice scholarships to pay the cost of tuition and fees at the public or private school of their choice.
As Speaker of the House, Brian has also made significant institutional reforms. In 2005 and 2006, Speaker Bosma eliminated a controversial lifetime health insurance benefit for members and ended the practice of proxy voting in House committees. He opened floor proceedings and Ways & Means Committee meetings to the Hoosiers via the internet for the first time, and expanded that access to include all committee hearings in 2011.
In his role as leader of his caucus, Brian has served as Chairman of the Indiana House Republican Campaign Committee (HRCC) since 2001. He succeeded in establishing and maintaining a professional campaign team, led by Executive Director Mike Gentry, that has remained intact for over a decade. The Indiana HRCC had the distinction of being the only House caucus in the Midwest to have a net seat gain on Democrat-drawn maps from 2001 to 2010. In 2012, Speaker Bosma will lead the HRCC in defending their 60 seat majority as new legislative districts, drawn by the Legislature in 2011, take effect. In both 2009 and 2011, Brian was named Honorary Chairman of the Republican Legislative Campaign Committee.
In his private life, Brian is a partner with the law firm of Kroger, Gardis, and Regas in Indianapolis. He is a founding Director of Bosma Industries for the Blind, which employs over 85 blind and visually impaired Hoosiers. Brian and his wife Cheryl have two college-age children. He is a graduate of Purdue University’s School of Engineering and the Indiana University School of Law.
